The problem with the Cyrillic text

Hi!
The problem with the Cyrillic text, instead of the heading, is a set of incomprehensible characters.

Installed the Cyr-To-Lat plugin (translates Cyrillic url to Latin), but there was another problem, the header itself also translates to Latin.

Can this problem be solved? At this point, you have to rewrite the name of each question manually.
