How to charge more delivery costs for only having specific products in your cart?

Hi,
I have a webshop where I sell different supermarket products and deliver them within 30 min. There is an minimum order of €10. he plugin that is used to create the minimum order is “Minimum Order Amount for Woocommerce” This works fine but there are some products I cant make any money one due to the regulations in my countrie. The specific products I sell for something between €6 and €6,70.
So if costumers order two of those products I need to deliver them, but don’t make any money one them. (If you wonder why I would even sell them…the products I am talking about are sigarets. The idea is that if people want to buy sigerets, they buy something else aswell. Of course my problem is about the exeptions.)
I would like to solve this by adding €1 to the cart when someone tries to ONLY oder two ore more of those specific products.
Example one:
A costumer orders 3 x Coke’s + 1 pack of sigaretts = regular delivery cost of €1,49.
Example two:
A costumer oders 2 packs of sigarettes = Regular delivery cost of €1,49 + €1extra
Does anyone know a way to implement this?
And If you know could you try to explain it in newbie language, step-by-step?
This is the ideal option. There is a second option however.
It might be an idea to state that the minimum order is €10 excl. tabacco. That would mean I need to exclude products from the minimum order. The plugin I use now doesn’t have that option. I can’t find plugins that do this and are for free.
Maby there is someone out here that knows how to do this (one of the two solutions) and is willing to share that.
It would really help me out!
